IRS White Paper definition

Hello-

I'm hoping someone can point me to a source that can give me a concise
definition of an IRS white paper. Specifically, an attorney would like
to know its precedential potential (if any).

I've combed through the IRS site, looked through our Lexis tax
materials/cases, but I've not had any luck in finding an answer to his
query.
