photocopy

A patron wants to photograph with a camera portions of pages from various legal texts. She does not want to make photocopies (by xerox). She told me she has not had any other problems obtaining permission from other various libraries.

She is working on and will be filing an appellate brief and these copies will only be what she describes as her own personal "work product". I'm trying to work out in my mind whether this would be a copyright violation. She would only be shooting small portions of pages and nothing would be republished by her, etc.

Do you allow this in your library. Why or why not.
