Hello,

Yesterday I had the cutest elderly man come into my library. He is looking for the Department of Veterans Affairs Handbook 0730. There is a section on Rules of Traffic Enforcement, within that section there is language that discuses that a verbal warning should be given prior to being given a citation.

I have tried several on-line resources and actually found the VA Handbook 0730; however, I cannot find anything that states that a verbal warning should be given. Does anyone out there know of a resource I could use, or if someone has it could they let me know and maybe send it to me via electronic source.
