How do I cite to a Procedure or Interpretive Paper

Can anyone tell me where I might find how to cite to a Procedure Paper
to 30 CFR section 206.150 (1987) but one that does not appear in the
Federal Register. I have searched the "Uniform System of Citation" and
"Texas Rules of Form". It may be in there somewhere but I cannot find
it!
