Increase in annual cost legal print materials

  As you figure your library's print materials budget for a new
accounting period, what method do you use to estimate cost increases? I
have tried analyzing specific titles and purchases without much success,
and figure that simply applying some formula for increase may be the
only way to do this.

 If you apply different percentages of increase to major publishers,
what percentage do you consider likely for Thompson-West publications?
Ken Svengalis, author of Legal Information Buyers Guide has suggested
5-7% for Lexis materials, and a higher figure for Thompson-West ones.
