Searching for a Dept. of Labor Report

I am searching for a DOL report from February 19, 1998 that is
underlined in the attached Federal Register document. I already have the
report from Nov. 20, 1997 from the President's Advisory Commission on
Consumer Protection and Quality in the Health Care Industry. I am in
need of the DOL's response dated February 19th, 1998. I have already
contacted the DOL and they are still searching for the document, so I am
hoping someone else may have a copy.

Any leads would be appreciated.
