International Maritime Organization Guidelines

It may be brain drain from the busy weekend, April Fool's or my upcoming
wedding - but I am currently at a loss on a question.
I found the Guidelines from the International Maritime Organization
(IMO) on Ship Recycling - Resolution A.962.(23) with amendments. I see
that the guidelines are recommendatory. I have not been able to
determine if they are "adopted" - and if the United States has adopted
them.
If anyone has any ideas - they would be very appreciated.
