Question about finding corporate counsel

I would like some insight and guidance on the best sources for finding either corporate (in house) counsel and/or outside counsel for companies pretty much nation wide - particularly - and here's the catch - smaller businesses and privately held companies.

Hoovers? S&P? The Directory of Corporate counsel? It doesn't have to be on-line, an annual publication might work as well.

I would like to something, but there is so much out there, that a few good recommendations would help me narrow the scope of my search considerably.
