I am aware of those general definitions, none of which seem plausible as
an explanation for why West's National Reporter System Blue Books are
called Blue Books.

In case you are wondering why I am pondering this question, it is for a
short series in our Law Library News column: Color My (Research) World.

In a future installment I'll be highlighting other "blue" books, which is
why I am investigating how the NRS books got their color and name.
