The Reporters Committee for Freedom of the Press website has an Open
Government Guide (formerly, Tapping Officials' Secrets) that summarizes
all states' FOIA laws:

It uses a uniform outline. Several sections might apply to the
nondisclosure question:

Section IC covers "What records are and are not subject to the act?"
Section II covers "Exemptions and other legal limitations"
Section IV covers "Record categories--open or closed"
