Commonwealth Agreement

Dear Int-Lawyers,

Does anyone know which is the nature of the agreement between a State
and a Commonwealth, as those from Northern Mariana Islands and Puerto
Rico (refered to the US) or Cook Islands and Niue (refered to New
Zealand)?? Is this an international treaty or an internal agreement??
In the first case, do the associated people have subjectivity in
International Law anytime or anyhow?? No one writes about that (as far
as I know), so any commentary will be appreciated.
