The First Continental Congress met from September 5 to October 26, 1774.
The Second Continental Congress ran from May 10, 1775, to March 2, 1789.
The Journals of the Continental Congress are the records of the daily
proceedings of the Congress as kept by the office of its secretary,

I was trying to find the ordinance dealing with Lands in the Western
Territory (May 20, 1785 (JCC, XXFIII, 375-381).

Another useful site was suggested by Elizabeth Greenfield:

Congress (1789 - 2006) which are published in Statutes-at-Large.

I've been asked to find how one might access U.S. Congresstional Acts
(or "enactments") prior to 1789. (1789 is as far back as the
Statutes-at-Large go.) The attorney also wants to know how to refer to
these and/or how to cite to them.
 
And of course I need these now!
