I just checked the 2006 Europa World Year Book. They show the following
for the Supreme People's Court:

27 Dongjianomin Xiang
Beijing 100745
Phone: (10) 65136195
email: info@court.gov.cn
President: Xiao Yang

They have a note that the five-year term of the president of the court
coincides with that of the National People's Congress.

Surprisingly, the Europa doesn't have an address for the President of
China or for the Premier of the State Council, just the names. (They
have every other ministry and office, but not the ones you need.
Murphy's Law strikes again.)

According to Europa, the president is Hu Jintao. Europa uses the term
premier rather than prime minister for the state council; his name is is
Wen Jiabao.
