We need a letter cited in Immigration Law and Business, page 2-370. The
letter is dated August 21, 1996 from the DOL Chief of Foreign Labor
Certification and it provides guidance about nonimmigrant H-1B salaries
being paid by an entity other than the attesting employer.
I have searched all the immigration databases on Westlaw and Lexis to no
avail, but immigration research is not my area of expertise, so I turn
to the list for help.
If you can tell me where I could find this, or who I should call within
the government, I would be most appreciative.
