Okay, I think I have this now--seeking confirmation.

Now, we all know the Operations and Procedures Manual is the predecessor to the the Enforcement Policies and Interpretations Manual. Is the Policy and Procedure Manual just a collection of memorada opinions, etc., i.e., you would never find a §10.83 in there...right?
