As this turned out to be a question of first impression, I decided to dive into the books. Turns out I did not have to go very deeply. An examination of the first twenty cases in 13 Fed. Power Serv. (Bender)--selected as it covers the transition from the FPC to FERC--identified four cases not printed in the F.P.C. or F.E.R.C. reporters. Checks of volume 2 and 22 also uncovered cases not in those two reporters. So the short answer is: we'll be keeping these books on our shelves.
