I think The City Record is what the attorney was after - thanks
toPatrick Weklar in Albany sent me the following message -
My understanding is that The City Record is NYC's vehicle for publishing
new rules promulgated pursuant to enacted local laws. I did a quick
once over of the city's website, but the City Record doesn't appear to
be freely available - see http://www.nyc.gov/cityrecord I did find a
Notice of Public Hearing regarding the rule which was apparently posted
in the late summer (attached). Hope this is of some minor help.
