The Bureau of Labor Statistics' Monthly Labor Review publishes "State
Labor Legislation enacted in _____" in its January issue.

You can find the MLR online at http://www.bls.gov/opub/mlr/mlrhome.htm.
The site contains archives going back to 1982!!
