If you are unable to find a Russian translation of Title 5 U.S. Code you
could always get a very imprecise one from BabelFish
(http://babelfish.altavista.com/translate.dyn) by putting in text or an
appropriate URL (like Title 5's Administrative Procedure Act at
http://uscode.house.gov/download/pls/05C5.txt) and asking for an English to
Russian translation. Note: Google's language translator
(http://www.google.com/language_tools) does not do Russian. There is also
Dictionary.com (http://dictionary.reference.com/translate/text.html) and
WordLingo
(http://www.worldlingo.com/en/products_services/worldlingo_translator.html)
which can do English to Russian text.
