An inquiry for U.S. colleagues:

A local practitioner here in New Brunswick has asked me to
recommend a current treatise on the law governing U.S. public utility
boards and their regulatory powers and judicial review of same.

While I could search OCLC and see how many law libraries have
which titles, I thought it would be far better go to the experts! I am
very familiar with NARUC (Natl Assn of Public Utility Commissioners)
and EEI (Edison Electric Institute) trade publications from my past life
in Washington, but I'm looking for something scholarly.
