Don't judge all government employees by the actions of a few.
I can honestly day, all librarians employed by the federal courts are well
qualified with legitimate degrees from accredited college's.

Although the article specifically targets government employees, I'm sure
the practice is at least as prevalent in the private sector, if not more
so. I receive via email two or three invitations a week to buy a degree
online. In the case of Laura Callahan, my bet would be that her years of
pettiness and incompetence were swept under the table as a result of being
tight with someone with influence or power, which is sadly too often the
case today.
