Although the article specifically targets government employees, I'm sure the practice is at least as prevalent in the private sector, if not more so. I receive via email two or three invitations a week to buy a degree online. In the case of Laura Callahan, my bet would be that her years of pettiness and incompetence were swept under the table as a result of being tight with someone with influence or power, which is sadly too often the case today.
