I've searched in World Cat, and the internet to no avail. I did find a
listing for a Dr. Yohannes Kassahun at the IDLO (International Development
Law Organization) and sent an e-mail..no response to date. This may or may
not be the author. Any other suggestions as to how I can find this
publication? Thank you.
