Commissioner's opinion dated 10/1/97. The name is Ayyoub v. City of
Oakland, No. 99-02937. If anyone has this and could fax it to me, that
would be great. If you know where it is available on the web, I'll be
embarrassed that I couldn't find it but grateful for your directions.
