Help - new S&P reporting requirements

I'm trying to verify a "news release", for lack of a better word. The article/release discusses a new Standard & Poor's reporting requirement for energy/utility companies. I can find the release published on several different energy-related websites, but can find nothing except the release. My requester wants to know if there really is a new reporting requirement. I've tried the S&P website, Westlaw/Lexis news and wire searches, Internet searches - all to no avail.

Can anyone point me to something backing up "New Standard & Poor's Reporting Requirements Raise the Bar (UtiliPoint - Aug. 25)"? I'm stumped!
