Thanks to everyone who responded to my query. According to the Public
Information Office at the United States Supreme Court, no transcript
exists of the 1986 speech if it was not created and kept by the bar
association. Bummer. At least I know that for future reference, that's
the office to contact when looking for transcripts of the justices'
speeches.
