Please excuse the cross-posting but I am looking for an article that I've been unable to obtain from normal sources (Wexis, and 2 document delivery services). I don't have the page number, but it is from the June, 1990 issue of "National Academy of Forensic Engineers". The article is by Lindley Manning and is entitled "Critical Speed in a Curve - Update".
