Against Terrorists and Nations Supporting Them, Kay pointed me to a
revised version at http://repositories.cdlib.org/boaltwp/4/ , which was
subsequently published as 25 Harv. J.L. & Pub. Pol'y 487 (2002). We can't
seem to locate the original OLC version, however.

contacting Senator Leahy, who is leading the Congressional effort to gain
access to these memos. Senator Leahy doesn't appear yet to have
