Tariff Filings for Telecommunications Industry With FCC and State Regulatory Commissions - Where Find for Keyword Searching?

Could you tell me a bit about tariff filings in the U.S., please? I know
the filings are publicly available but full text availability varies from
state to state and where the full text is publicly available might not be on
the internet. In regards to filings with the FCC, I don't find that you can
do full text searching by keyword on their website. Lexis and Westlaw tell
me they do not have the document collections for this.

Are there resource tools that collect tariff filings together for the FCC
and the states and allow you to do keyword searches? By "keywords", I mean
advanced full text search capabilities, not just by company name or by date
of filing.

If there aren't tools that do this, what's the best way to be able to search
FCC and state tariff filings in full text?

Several times, I found mention of an annual filing that regulated companies
are required to do with the FCC. Where can I find these in searchable, full
text?
