I thought of the Office of Personnel Management (federal government
benefits) when I saw your question. The OPM provides a "member survey"
in The FEHB Guide which helps federal employees choose a health plan:

I would guess that most states also survey their own employees
regarding health plan satisfaction. Here's the Wisconsin survey - for
what it's worth:

You might be able to find similar surveys for other states. Perhaps a
California state employee would know if they have a similar document,
assuming that the health plans listed below serve California.
