CCH's Congressional Index Service

In one of my Library School classes, we were introduced to CCH's
Congressional Index Service, a two volume reporter that tracks
legislation through both houses of Congress. I took a look in the back
of both volumes, where the voting records were listed. It occurred to me
that if I was doing opposition research , I wouldn't want to bother
with this reporter. Thus I started wondering:

---Do any of your libraries - Corporate, Academic, etc, have this
Reporter?
--If yes do your users refer to specific sections, such as the report
letter, bill summaries,
bill actions etc?
-- If you don't the Congressional Index Service as a resource for
checking voting records, what other resources (besides THOMAS or THE
CONGRESSIONAL RECORD) do you recommend?

I'll summarize the results for the list.
