Here's a puzzler for a Monday morning.
I am trying to locate the following Beninese documents and have had very
little success so far.
Loi. No 86.012 du 26 Fevrier 1986 portant regime des Etrangers en
Republique Populaire du Benin (A/K/A Act no. 86.012 of 26 February 1986
instituting the regime of foreigners in the Republic of Benin)
Ruling No. 157 /MISAT/DC/DGPN/ DRGST-SE du 31/11/92

At this point I am running out of leads. If anyone has any ideas where I
might find these items, or knows of a Library that holds the official
gazette for Benin i.e. Journal officiel de la Republique populaire du Benin
for 1986 and 1992, I am definitely open to suggestions.
