GPO is unable to create a bibliographic record or provide access to the
Taguba Report. At this time the report is out of scope of the Federal
Depository Library Program (FDLP) as it is marked "Secret/No Foreign
Dissemination" and, to our knowledge, it was neither de-classified nor
released by authorities for public access. Title 44 United States Code
pertains to the cataloging or dissemination of "public" documents. Although
the Taguba Report is readily available online, it is not on an official
Government Web site and it does not appear that it was made public with the
authorization of the publishing agency. Given these circumstances, a PURL
should not have been created, so the one entered on May 10 has been
deactivated.
If the Taguba Report is officially released to the public by the agency, GPO
stands ready to catalog, archive and provide access to it. If a tangible
version becomes available, it will be distributed to all libraries in the
FDLP.
To prevent this from happening again, GPO is reexamining procedures to
ensure that only materials within the scope of the FDLP are assigned PURLs.
GPO apologizes for any inconvenience or confusion this recent incident may
have caused.
