One advantage of working under the umbrella of LHRB, at least for the time
being, is that they have a budget with AALL. Caucuses don't, which means
that you would need to make separate billing arrangements for everything
from signage to whatever. After a caucus has been in existence for three
years, it can petition to become an SIS on its own. See the AALL Bylaws,
Sec. X.3, at http://www.aallnet.org/about/bylaws.asp On the other, if this
is likely to remain a relatively small group, it might be able to function
just as well as a standing committee within LHRB.
