I have recently used StateNet through Lexis and found
it was easy to identify bills across all states on a
specific subject, but it was a bit cumbersome to track
the status of a group of bills.
If you have a small scale project Lexis will work, but
if you have a large ongoing tracking project you may
want to examine using StateNet directly through the
provider to take advantage of a number of its tracking
features.
I haven't used StateNet through WestLaw -- this may be
easier than Lexis. I have previous experience
tracking several hundred bills through StateNet.
