I believe that this is part of the copyright law or the interpretations of that law. You are not supposed to request more than three articles from the same periodical.

This is off the top of my head. My ILL person isn't in her office at
the moment.

I believe that it is an ILL rule that if you borrow 5 times, including 5
different articles from the same periodical title, you should buy the
item. There are people on the list who should know for sure.
