DE Constitution question

Hi all,

Question for the Delaware librarians, what's going on with Article 9 of the DE constitution? I'm particularly interested in section 3, Issuance of Stock.

The annotated constitution on Westlaw notes that a repeal of section 9 in the session laws of 2001, but it still has not be enacted. (2001 Delaware Laws Ch. 101 (S.B. 158)

The website of the state of Delaware omits this article all together. I can't seem to access the DE Corporation Law Clearing house link (could be our firewall of krypton...)
