Hoping some of you Arkansas librarians might be able to help me!!

I have an attorney who is looking at the Arkansas statutes regarding
nonprofit corporations. He found that Title 4, Chapter 28 is titled
"Nonprofit Organizations" and Title 4, Chapter 33 is titled "Arkansas
Nonprofit Corporation Act of 1993." He is wanting to know if both of
these chapters are applicable to the formation/operation of a nonprofit
organization in Arkansas and why there are two separate chapters on
nonprofits? If anyone has any guidance or info that I can pass along to
him, it would be greatly appreciated!
