I finally heard from the EU Office in Washington this
morning. My original assumption was correct. The
press release available on the web is not the full
text. However, the full text of the decision is
available only to the parties at this time. According
to Joyce Beulen of the Delegation of the European
Commission, "In a couple of weeks it will be published
but for now, it is not clear when exactly that will
be."
