Looking for C.I.E. 1188/60

I'm trying to find a customs ruling or decision of some sort -- not sure
exactly what it's called -- that is cited as:

C.I.E. 1188/60

I know that the date for this document is September 8, 1960, and that
"C.I.E." most likely stands for "Customs Input of Entry" or "Customs
Input Entry." It should be about "towing charges". But I can't find it
anywhere, although I know it is officially published somewhere -- many
customs rulings cite to it.

I have found nothing online whatsoever, including Lexis and Westlaw. Any
assistance would be appreciated. Thank you.
