My West Rep called me last week alerting me about the shipment. Apparently the Civil Rights Key Number structure has been revised, thereby causing the revised volumes. She DID say, however, that there were no more revised volumes to be shipped for the next few months (until June, I think).
My only comment is that, as usual, when West issues revised Fed. Prac. Dig. volumes, the number of volumes magically grows. This time West editors waved their magic wand and turned 21 volumes plus 2 stand-alone supplements into 27 volumes. Still this is better than usual, when 1 volume plus a stand-alone supplement becomes (presto-chango -- MY change, of course) 3 volumes.
Let us hope that the revision of the Civil Rights topic was worth all this added expense to what is possibly West's biggest cash cow.

Subject: West's 4th Practice Digest
Does anyone know why West decided to reissue all of the volumes on Civil
Rights, (namely vols. 12B throught 18A) from their West's Federal Practice
Digest set? This 'hit" is going to cost me over $1800.
Has West lost any sense of personal responsibity toward their customers? Do
they not understand that small entities with limited budgets cannot absorb
unexpected expenditures such as this. I would try to understand if these
volumes were decades old and all of them had stand alone pocket parts - but
they don't.
Of these volumes:
2 had - 1997 copyright dates, (Vol. 14 and 14a with year 2002 stand alone
supplements containing 527-616 pages;
2 had - 1999 dates (vol. 18 and 18A with 2002 pocket parts of 111-181
pages);
13 had - 2001 dates with 2002 pocket parts totaling anywhere from low of 19
pages to high of 156 pages {most are under 100 pages};
3 vols. had - 2002 dates (12b, 12c and 13) with 2002 pocket parts of 5 to 8
pages.
I sent back the 2003 pocket parts, but I was trying hard to show some
loyalty to this set and not cancel thecomplete set outright. Looks like
loyalty was not good enough for West.
