Access Guide for Courts
To assist courts with continuity in providing access
services for persons who are...[hearing impaired] and
deaf, the National Court Reporters Foundation and the
American Judges Foundation have developed model
guidelines for the use of Communication Access
Real-Time Translation(CART) in the courtroom.
"More and more, people who are deaf or...[hearing
impaired] rely on CART to fully participate in the
judicial system as jurors, litigants, attorneys,
judges and observers," commented Judge Tom Clark.
"The nation's courts currently do not have a national
standard on how CART should be applied based on
individual needs. The Model Guidelines provide a
framework that can be modified by any courtroom in the
country to meet communication access needs in their
jurisdictions as required by the Americans with
Disabilities Act (ADA)."
CART in the Courtroom Model Guidelines offers a
structure that courts can draw upon to meet their
individual circumstances and help them comply with the
ADA.
