Many thanks to Beth Greenfield, Anne Shulman, David Bachman, Laura Green, and Martha J. Pettengill for suggestions on how to find briefs on the web and for document delivery services.

Here's a compilation of the responses.

Try Findlaw's Supreme Court Center first; they have some briefs at no cost. Alternatively, BriefServe (http://www.briefserve.com/home.asp) has many briefs at low cost for downloading.

The Supreme Court web site provides a document that goes through the various methods for locating briefs, including the court's own web site (unfortunately, the court's site provides access to "Merits briefs" only) and the scope of Lexis and Westlaw databases.

The Solicitor General's web site (cited in this document) provides a brief bank of briefs filed by the Government that includes briefs filed at the Petition stage, though this site is not easy to use at times.

Also, many legal activist organizations provide access to briefs that they file with the SCOTUS, including Cert petitions. For example, the Center for Individual Rights, which represented the plaintiffs in the University of Michigan affirmative action cases, provide links to many documents in each case, including the cert petitions, at URL:
