correction: Copyright Circular 31D

My earlier posting, requesting help finding a copy of an old copyright
office circular, had a typo. We are looking for Circular 31D, dated
January 1965, not Circular 13D. My apologies.

The Circular stated that computer programs would
be accepted for registration, provided that (1) they contained sufficient
original authorship, (2) they had been published, and (3) copies submitted
for registration were in human-readable form.
