Friday stumper (for me anyway): Does anyone know if there is any
publication or study that tracks or discusses which circuits other
circuit courts look to or cite most often (eg., if the Fourth Circuit
has no case law on point, which circuit's opinions does it look to most
often for guidance)? Thanks in advance.
