Subject: US Patriot Act Question

I have an interesting question for everyone.

We are trying to discover if a Delaware corporation, whose sole activity is
operating a library in Paris is a covered entity under the Patriot Act and,
therefore, is required to comply with the library related provisions.

I checked the legislative history on both Westlaw and Lexis and nothing like
this comes up. I seem to be going in circles with this one and need any
guidance, thoughts and ideas you may have.

Thank you!
