You will find your answers by consulting the "Fair Credit Reporting Act" and the regulations implementing it. Mostly, permission is the requirement, unless the requesting party is an employer or a prospective employer where a consent is needed. I think in Vermont oral or written consent is a blanket requirement for all requesting parties (please consult Vermont law). This is not a legal opinion and intended for research only.

I have been asked to get a D&B report on an individual. My understanding is that those reports are available with the court's permission or the individual's permission but not just because we want one.
 
Can anyone help confirm or deny that? If it is possible to get a report on an individual that contains payment history, debt rating, liabilities, etc., any help on where would be appreciated.
 
He wants to go beyond what is generally available via asset searches from the various vendors.
 
If there is interest I will summarize for the list.
