There is a new edition of Stern's "B&PC 17200" (The Rutter Group), with a
chapter on the Consumer Legal Remedies Act. I'm not sure if it is on
Westlaw, but it's likely. If that doesn't help, you may want to contact a
legislative history service. Two good ones are:

I need assistance in retrieving legislative history for the following Civil
Code Section 1781 (c) (3) (Consumer Legal Remedies Act) in which there is a
discussion/definition of the term "merit". Our attorney and the Lexis Rep
have exhausted all of the online references to Law Reviews, ALRs, cases and
have found nothing of any help. This section was passed prior to the online
services.
