Maryland legislative history is notoriously difficult to find, but the
best place I know to start is by going to the Maryland State Law Library's
website at http://www.lawlib.state.md.us
On the home page, scroll down to Reference Guides and see or print out
"Ghost Hunting: Searching for Maryland Legislative History. The resources
listed in that pathfinder are all available in the MSLL. To search for a
particular title, click on MOLLIE on the home page, which takes you to the
catalog. A few titles are available in full-text through the catalog.
Also, there are links to the Maryland Legislature and other sites from
the MSLL home page. Scroll down to Maryland Legal Links near the bottom of
the page.
The State Law Library will provide assistance for the public in identifying
legislative history sources for Md. statutes - you may want to take a look
at our web site where there is an article on conducting this type of
research in Md. - http://www.lawlib.state.md.us/screens/ghost_hunting.html.
As far as tracking legisation you may want to contact American Legal
Research in Washington, D.C. (Joan Ardery) @ 202-895-1322. Joan used to be
an appellate court law clerk here in our court and has been doing contract
legislative history research for a number of years.
It appears that the only resources available to do legislative history for
Maryland acts reside in the Legislative Reference Library. Call them at
410-841-3810. Fees are charged for photocopying, faxing and postage.

Call the Maryland Legislative Library, they keep bill files.
One of the best places to begin is with the legislature's website. Go to http://mlis.state.md.us/,
and then click on the link that says, "Search Site" near the bottom of the column on the right of
the screen ( http://mgasearch.state.md.us/verity.asp). You can also find a complete listing and
synopsis of signed and vetoed legislation for 2003 at this site
( http://mlis.state.md.us/2003rs/Signings/signed.htm).
