Carbon Segregation Standard

I am attempting to locate an English-language version of a standard for
Carbon Segregation (a process for creating steel wire, such as that used in
radial tire). I have a French-language European method standard,
NFA-04-114. I have checked on the Internet, using various search engines,
and I have checked in Dialog File 92.

Does anyone have any other suggestions? (I know that we can hire a
translator - we're looking for something more formal than that.)
